I)   Training and Capacity Development (TRACAD)
This was the first major programme activity embarked by PRAWA. The main targets of TRACAD are prison officers and other criminal justice agents such as the police, judges, magistrates, etc.  Emphasis is given to a training of trainers approach, integration of training modules into training curriculum of the target group and development/adaptation of training manuals/modules.  The type of training programmes run by PRAWA under the TRACAD programme includes the following:

In executing penal reform advocacy, PERA relies heavily on its Penal Reform Media Network (PERMNET).  This programme has generated a lot of print and electronic media coverage, in addition to increasing the quality and frequency of media reporting on prisons and penal reform issues. Part of this programme runs a specialized penal reform library/resource center for research and documentation  of materials relating to human rights, prisons, penal reform, torture, etc.  The facility is open for students, journalists, criminal justice agents, teachers, NGOs and others interested in prisons, penal reform, torture prevention and rehabilitation.
(The research and publication series produced the penal reform education series from 1998-1999 and the prison and penal reform fact sheets from 1999-2000. By July 2000, PRAWA has published 5 books and other educational series (refer to PRAWA publication guides/order for details at: ---link to resources page---))
